GovernmentPROGRAM DESCRIPTION • HOME funds will be used to provide tenant-based rental assistance to income-eligible program participants. • Participants will be selected according to the Tenant Selection Policy, included herein, which provides preferences to working homeless households who reside within Hammond. • Participants are eligible for 12 months of rental assistance to rent housing of their choice provided that the rent is reasonable and the unit meets property standards. Assistance may be renewed. • Participants will receive a fixed monthly housing subsidy so that participant only pays 30% of their monthly income toward rent. • Payments will made directly to landlords on behalf of participants. Participants will be responsible for their portion of rent, plus other housing costs such as security deposit and utilities. HOME-funded assistance for security deposits may be provided on a case by case basis at the discretion of the Program Administrator if the security deposit assistance is necessary to secure the housing. • Participants must enroll in an approved self-sufficiency program in order to qualify for assistance.
