SHELTER – The township shall provide aid in whatever form in necessary to provide shelter or prevent the loss of shelter so long as such aid constitutes the most economical and practical method of relieving the applicant. Clients will not be denied shelter assistance merely because they are buying their home. However, the amount paid on behalf of a client may not exceed the shelter allowance standards, (Contained in Schedule A #3), and must still meet the test of being the "most economical and practical" method of relieving the applicant. The township only pays rent for the number of bedrooms actually required for the number of persons in the household.

The Emergency Shelter Grants program provides homeless persons with basic shelter and essential supportive services. It can assist with the operational costs of the shelter facility. ESG also provides short-term homeless prevention assistance to persons at imminent risk of losing their own housing due to eviction, foreclosure, or utility shutoffs. Non profit agencies and organizations, which actually run the homeless assistance projects, apply for ESG funds to the City of Hammond, and not directly to HUD. Feel free to view all CPD formula grants, including the ESG grant, or contact your local field office for further assistance. ESG funds are available for the rehabilitation or remodeling of a building used as a new shelter, operations and maintenance of the facility, essential supportive services (i.e., case management, physical and mental health treatment, substance abuse counseling, childcare, etc.), homeless prevention, and grant administration. Grantees, except for state governments, must match ESG grant funds dollar for dollar with their own locally generated amounts. These local amounts can come from the grantee or recipient agency or organization; other federal, state and local grants; and from "in-kind" contributions such as the value of a donated building, supplies and equipment, new staff services, and volunteer time. The City of Hammond currently funds the following homeless shelters in Hammond: Capes House, Warming Shelter, Claude Shelter and Haven House.

Safe Place and Safely Home

Businesses cooperate with the Crisis Center to help youth to safety. Businesses display a Safe Place sign indicating they are willing to assist youth. Crisis Center staff retrieve youth from the site and transport to safety at Alternative House. Emergency shelter for boys and girls, ages 10 to 20, who are runaways, homeless, abused or neglected and need help to resolve problems and successfully return home or to an alternative, safe living situation. Safely Home is a cooperative effort by the Crisis Center and police safety officers to help youth who are pushed out, left home or on the streets achieve safety & return home. We offer a temporary housing to families in need for 90 days. Each family is assigned a Life Mentor Team Member from Truth-In-Action to work with them from 4 months to a year. Overnight and emergency shelter located in Gary for women and girls of all ages and boys under age 5. Contact the shelter at 219-884-2140 between 8:00 and 10:00 a.m. for shelter that night. Check-in is between 3:00 - 3:30 p.m. You must leave the shelter by 8:00 a.m. the following morning and cannot be in the shelter during the day even if you are scheduled to return that night.
